(i)in the case of schools under municipal councils by the Headmaster/ Headmistress of the school concerned, but in the cases where common examinations are held for a number of schools by a Committee consisting of head teachers and subject teachers of the schools of the group constituted by the executive authority of the municipal councils. There may be a number of committees, one for each subject, and each such committee may consist of two headmasters and two or three subject teachers;
