- The Director is empowered to make promotions to and within the upper division of the Subordinate Education Service. Promotions in the lower division of the Subordinate Educational Service and in the Lower Subordinate Service are made, as far as passible, at conferences of inspecting officers which are summoned by the Director.(G.
