Section 281(1) in The Himachal Pradesh Municipal Corporation Act, 1994
(1)The superintendence, direction and control of the preparation of electoral rolls, delimitation of wards, reservation and allotment of seats by rotation for, and the conduct of, all elections to the municipalities shall be vested in the State Election Commission constituted under articles 243-K and 243-ZA of the Constitution of India and section 160 of the Himachal Pradesh Panchayati Raj Act, 1994 (4 of 1994) in the manner, as may be prescribed by rules.
