Section 15(2)(b) in Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003

(b)an officer as a Director, and one or more officers as Joint Director, Deputy Director, Assistant Director of Citizen Registration for each of the States and the Union territories alongwith requisite support staff, to assist the Registrar General of Citizen Registration in discharging the functions and responsibilities under these rules.
