Section 21(5) in The Punjab Bhudan Yagna Act, 1955
(5)If any land of which the donation so received before the commencement of this Act has already been granted to any person in pursuance of the Bhudan Yagna, it shall be deemed to have been granted by the Board to such person on the date on which such person takes possession thereof and the grant shall be subject to all liabilities to which any grant made by the Board in general shall be subject.(B)Notwithstanding the provision of any law to the contrary, a tenant holding land directly from the State Government shall for the purposes of this Chapter, be deemed to be owning a transferable interest in such land.
