Section 12(iv) in The Special Accommodation Rules, 1959
(iv)The Secretariat Officers of the status of Under-Secretaries said above will be given precedence in the matter of allotment of houses for all other Non-secretariat Officers of Government entitled to occupy the same type of quarters.
