17. Appointment and powers of Welfare Commissioner.
(1)The Board shall, with the previous approval of the Government, appoint an officer of the Labour Department not below the rank of Joint Commissioner of Labour, as Welfare Commissioner who shall be the Chief Executive Officer of the Board. It shall be the duty of the Welfare Commissioner to ensure that the provisions of this Act and the rules made thereunder are duly carried out, and for this purpose he shall have the power to issue such orders, not inconsistent with the provisions of this Act or the rules made thereunder, as he deems fit, including any order implementing the decisions of the Board taken by or under this Act.(2)Notwithstanding anything in sub-section (1), the first Welfare Commissioner shall be appointed by the Government, as soon as may be practicable, after the commencement of this Act for such period, not exceeding five years, and on such conditions, as the Government may think fit.
