13.
In the budged estimates, credit shall be taken for the amount of the interest and profits of the special endowments fund, for the amount of the Government grant, if any, for subscriptions and donations estimated with reference to the average receipts from those sources during the previous three years and for income from fees calculated on the basis of the actual income of the previous two years, revised figures for the current year, and expected estimates for the budget year.
