Section 2(g) in Bihar Regional Development Authority Act, 1974
(g)'development' with its grammatical variations means the carrying on of building building, engineering, mining or other operations in or over or under land or the making of any material change in any building of land and includes re-development and layout and subdivision of any land and 'to develop' shall be construed accordingly;
