Section 19(vii) in The U.P. Electricity Supply (Consumers) Regulations, 1984
(vii)The due date for the payment of bills will generally be seven days from the date of issue of the bills, but for the office of the State Electricity Board, department of Central and State Government. Local bodies and University, the period will be thirty days.
