Save as provided under this Act, it applies to the owner of every specified dam, -(a)being a public sector undertaking or institution or a body owned or controlled by the Central Government or a State Government or jointly by one or more Governments, as the case may be; and(b)being an undertaking or company or institution or a body other than those owned or controlled by the State Government or the Central Government, as the case may be.
