Section 8A(1) in The U.P. Disciplinary Proceedings (Administrative Tribunal) Rules, 1947
(1)If a member of the Tribunal ceases at any time to be available for functioning as such, the remaining member shall be deemed to validly constitute the Tribunal for the purposes of cases pending before it.
