(2)The transport of country spirit to any area in which a higher duty is levied or in respect of which a higher retail price has been fixed for the time being under any contract made by the distiller or manufacturer for that area with the Government, is prohibited except under the authority of and in accordance with the conditions of a special permission given by the Deputy Excise Commissioner, having jurisdiction over the area to which the liquor is to be transferred:Provided that this prohibition shall not extend to country liquor passing through such area when duly protected by a pass.Possession
