Section 11(1) in Meghalaya Community Participation and Public Services Social Audit Act, 2017
(1)The general body of the Village Employment Council and the Locality Committee, as the case may be, shall identify the Village or Locality level Social Audit Committees through a process of consensus. Thereafter the District Social Audit Coordinator or his representative shall notify these committees by signing a social agreement with their respective Village Employment Councils or Locality level committees.
