Section 14(b) in Tamil Nadu Town Panchayat Establishment (Qualification and Recruitment of Office Assistants) Rules, 1988
(b)A person appointed under sub-rule (1) shall be paid either his substantive pay or the minimum pay in the time scale of pay applicable to the posts as the case may be whichever is higher. The period of services rendered in the post under sub-rule (a) shall not count for increment in that post.
