Section 13(1) in The Bihar Home Guards Rules, 1953
(1)It shall be the duty of every Home Guard to assist in the maintenance of peace and tranquillity of the State, to inculcate the habit of self-reliance and discipline and to develop a sense of civic responsibilities among citizens of the State and to assist in the maintenance of essential services for which these volunteers may be trained specially.
