Section 3(2) in The Assam Economic and Statistical Service Rules, 1973
(2)Each of the categories mentioned in sub-rule (1) shall form an independent cadre. A member of any category shall have to claim for appointment to a post in higher category except in accordance with the provisions of these Rules.
