Section 2(h) in The Kerala Administrative Tribunal (Procedure) Rules, 2010
(h)"Registrar" means the Registrar of the Tribunal and includes any officer authorised to exercise the powers and functions of the Registrar under sub-rules (2) and (3) of rule;
