Section 51 in The Orissa Electricity Reform Act, 1995
51. Power to remove difficulties.
(1)If any difficulty arises in giving effect to the provisions of this Act or the rules, regulations, scheme or orders made thereunder, the State Government may by order published in the Gazette, make such provision not inconsistent with the provisions of this Act as appears as to it to be necessary or expedient for removing the difficulty.(2)Every order made under this Section shall, as soon as possible after it is made, be laid before the State Legislature.
