Section 72(2) in The Bihar Primary and Middle Education Rules, 1961
(2)The list of suitable candidates for employment as teachers drawn up by the Planning Committee shall be arranged in order of preference, sub-divisionwise and according to such instructions as may be issued by the Department from time to time.
