Section 126 in The Orissa Grama Panchayats Act, 1964
126. Joint Committees.
(1)Subject to such rules as may be prescribed, two or more Grama Panchayats may combine by means of a written instrument subscribed by them, to appoint a Joint Committee consisting of their representatives for the purpose of transacting any business in which they are jointly interested and may-(a)delegate to such Committee, powers with such conditions as they may think proper to impose, to frame schemes binding on each such Grama Panchayat as to the construction and future maintenance of any joint work and the power which may be exercised by any Such Panchayat in relation to such scheme; and(b)frame or modify rules regarding the constitution of such Committee and the term of office of members thereof and the method of conducting proceedings and correspondence thereof.(2)If any difference of opinion arises amongst the Grama Panchayats acting under this section, it shall be referred to the prescribed authority whose decision thereon shall be final.
