Section 20(1) in Bihar Electricity Regulatory Commission (Licencing for Transmission of Electricity) Regulations, 2007
(1)Until otherwise directed by the Commission, any person engaged in the business of transmission of electricity under the provisions of the repealed laws or any Act shall be deemed to have applied for and granted the Transmission Licence under the first provision to Section 14 of the Act, and subject to the fulfillment of the conditions contained in Regulation 20(2)
