Section 29(5) in The Himachal Pradesh Administrative Tribunal (Procedure) Rules, 2015
(5)Subject to any general or special direction by the Chairman, the seal of the Tribunal shall not be affixed to any order, summons or other process saves under the authority in writing by the Registrar or the Assistant Registrar.
