23. Act not to apply in certain Colleges or Universities.
- The provisions of this Act shall not apply in relation to any College or Unversity not receiving any aid from the State Government or any College or University established and administered by a minority, whether based on religion or language:Provided that any such Colleges or Universities referred to in this section may apply to the State Government to come under the provisions of this Act voluntarily and in such cases such College or University shall not be permitted to withdraw therefrom.
