FACTS
The matter is called for hearing on 02.03.2012. The parties did not appear before the Commission. Hence, the matter is being decided on the basis of records today dated 18.4.2012.
2. It is noticed that vide RTI application dated 19.1.2011, the appellant had sought the following information:-
"(i) The Conveyance Refund Declarations details of the entire staff of the Hospital Wing, SCTIMST, who are claiming and receiving Conveyance Refund from July 2005 to December 2010.
(ii) Authenticated copies of the salary slips of the entire staff of the Hospital Wing, SCTIMST, who are claiming and receiving Conveyance Refund from July 2005 to December 2010 along with salary slips for the same period.
3. The CPIO had refused to disclose this information vide letter dated 5.3.2011 on the ground that it was third party information. However, in his order dated 28.4.2011, the Appellate Authority had mentioned that the requested information covered about 27,000 sheets and, therefore, supply thereof information would put undue strain on the resources of the public authority.
4. I agree with the view taken by the CPIO. In the premises, it would be expedient to give inspection of the relevant records to the appellant on a mutually convenient date and time and to permit him to take extracts there- from on payment of requisite fee. The orders of the CPIO and AA are accordingly set-aside and the CPIO is hereby directed to give inspection of the relevant records to the appellant in 06 weeks time.
