Section 10(11) in The Coal Mines Regulations, 2017
(11)No business shall be transacted at a meeting of the Board unless at least three members, including the Chairman, are present:Provided that if at any meeting there is no quorum as aforesaid, the meeting shall automatically stand adjourned to a date which is seven days later or if that day is a public holiday to the next working day and the time, place and agenda for the adjourned meeting shall remain unchanged, and it shall thereupon be lawful to dispose off the business at such meeting, irrespective of the number of members attending.
