(2)Notwithstanding anything contained in these rules, the Government may extend duration of any non-renewable licence expiring on 31st March in any year for such further period or periods as deemed fit on payment, in advance, of such fee as may be fixed:Provided that any person holding such non-renewable licence, shall not be under any obligation to accept such offer to extend his licence.
