Section 13(2) in U.P. Kshettra Panchayats (Formation of Committees) Rules, 1962
(2)If the number of candidates is less than five the Pramukh shall declare all such candidates duly elected. Proceedings shall be taken afresh to fill up the remaining vacancies in accordance with the procedure prescribed in these rules.
