	Writ Petition has been filed under Article 226 of the Constitution of India, praying to issue Writ of Certiorarified Mandamus to call for the records of the first respondent made in G.O.Ms.No.266 E&F (FR II) Department dated 31.10.1996 and quash the same in so far so it deletes the special rule 11(b)(iii) with retrospective effect direct the respondents to apply special rule 11(b)(iii) of Tamil Nadu Forest Subordinate Service Rule and to fix petitioner's seniority in the post of Ranger with effect from 1989 with all the attendant service and monetary benefits.
