Section 224(3) in The Coal Mines Regulations, 2017
(3)No drill machine shall be operated otherwise than by a competent person appointed in writing by the manager to be the operator of the drill machine:Provided that for repairs or tests, the drill machine can be operated by a competent person, other than operator, authorized in writing by the manager.
