Section 138(2) in The Haryana Motor Vehicles Rules, 1993
(2)In addition to the number of persons permitted to be carried in a public service vehicle, -(i)a child of not more than twelve years of age shall be reckoned as a half; and(ii)a child of not more than three years of age shall be reckoned.
