Section 3(2) in Jagat Guru Nanak Dev Punjab State Open University Act, 2019
(2)The headquarters of the University shall be at Patiala and it may establish or maintain Colleges and Learner Support Centers in the State as it may deem fit:Provided that the University may, with the prior approval of the Government of India, also establish Learner Support Centers outside India.
