Section 14(1) in The Jammu and Kashmir Flood Plain Zones (Regulation and Development) Act, 2005
(1)Subject to such conditions as may be prescribed, any officer authorized by the Government by a general or special order in this behalf may, either before or after the institution of proceedings under the Act, accept from the person who has committed or is reasonably suspected of having committed an offence, a sum of money not exceeding five thousand rupees.
