Section 31(4) in The Merchant Shipping (Cargo Ship Construction And Survey) Rules, 1974
(4)Fees for survey under these rules shall be levied at the appropriate rates specified in this behalf in Schedule II to these rules and no application shall be entertained unless it is accompanied by appropriate fees.
