(2)In particular and without prejudice to the generality of the foregoing power such rules may provide for all or any of the following matters, namely,-(a)form in which every establishments shall submit annual report to the State Government regarding the number of persons recruited in such establishments;(b)any other matter which has to be or may be prescribed by rules made in this behalf.
