Section 2(1)(b) in The Saffron Grading and Marking Rules, 2012

(b)"authorised packer" means a person or a body of persons who has been granted certificate of authorisation to grade and mark saffron and saffron powder in accordance with the grade standards and procedure specified under these rules;
