Section 82(1) in Haryana Urban Development Authority Act, 1977
(1)The permission in the sectors/areas other than those specified in sub-section (1) of Section 81 to an individual or a person including an association or body of individuals whether incorporated or not may be granted by the Government on such terms and conditions and on payment of such fees and conversion charges as may be prescribed:Provided that such a permission may not be granted for reasons to be recorded in writing if the Government is not satisfied with the merits of the case or is not in accordance with law.
