Section 45(vii) in Rajasthan Non-Government Educational Institutions (Recognition, Grant-In-Aid and Service Conditions Etc.) Rules, 1993
(vii)Such applications should be submitted directly to the State Government atleast three months prior to the date of retirement of the employee concerned failing which they will not be considered.
