(l)to lay down the conditions of affiliation of colleges and recognition of institutions taking into account me credibility of the management and norms of academic performance of colleges, faculties and subjects, as may be laid down from time to time, and satisfy itself by periodical assessment or otherwise that those conditions are fulfilled;
