Section 5(2) in The Port Of New Mangalore (Rates For The Use Of Wharf) Rules, 1977
(2)All goods landed within the limits of the Port of New Manglore shall be assessed on import application and the wharfage dues, wherever necessary, shall be paid by the person concerned before the goods are delivered to him.
