Section 23(1) in U.P. Industries (Directorate of Handloom and Textiles) Service Rules, 1993
(1)Notwithstanding any provision in the Fundamental Rules to the contrary, a person on probation if he is not already in permanent Government service, shall be allowed his first increment in the time scale when he has completed one year of satisfactory service and 2nd increment after two years service when he has completed the probationary period and is also confirmed.
