Section 2(b) in The Tamil Nadu Village Servants Service Rules, 1980
(b)"Competent authority" means-(i)in the [Chennai] district, the Personal Assistant (General) to the Collector of [Chennai] [Substituted for 'Madras' by the City of Madras (Alteration of Name) Act, 1996.] and(ii)in other districts, the Revenue Divisional officer having jurisdiction over the revenue villages within his jurisdiction.]
