THE DEPUTY PRIME MINISTER AND IN CHARGE OF THE MINISTRY OF HOME AFFAIRS AND MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS (SHRI L.K. ADVANI): Mr. Speaker, Sir, I beg to move:
"That the Bill further to amend the Constitution of India, be taken into consideration."
Sir, this Bill, by itself, is confined to amending the Eighth Schedule of the Constitution which lists the recognised languages. The amendment seeks to include Bodo language also in the Eighth Schedule. There has been a demand for the inclusion of this language and also for the inclusion of several other languages in the Eighth Schedule, including Santhali.
As far as the inclusion of other languages is concerned, I would like to say a few words here. But so far as Bodo is concerned, the inclusion of Bodo language in the Eighth Schedule is in pursuance of a very valuable Memorandum of Settlement arrived at between the representatives of the Bodo community, the Government of Assam and the Government of India some time back. As a result of it, only a few days back there was a massive gathering in Assam in which the Chief Minister of Assam was present and those who are Members of the Autonomous Council set up under that settlement were also sworn in there. The feeling of joy among all was so widespread among the people present there. The Bodo militants laid down their arms, handed over their arms and there was a feeling that peace has come to the area and harmony has come to the area.
Sir, a part of the settlement was also that the Government of India would consider inclusion of Bodo language in the Eighth Schedule of the Constitution. Then, two senior Members from the Opposition parties, Shri Priya Ranjan Dasmunsi and Shri Basu Deb Acharia gave notice that Santhali also should be included in the Eighth Schedule. The Government considered the whole thing and we have accepted to include three other languages namely, Santhali, Maithili and Dogri and an official amendment to this effect will be moved very shortly. But at the present moment, so far as this Bill is concerned, it refers to the inclusion of Bodo language and I commend this Bill for unanimous acceptance of the House.

KYNDIAH (SHILLONG): Mr. Speaker, Sir, at the outset, I would like to say that we welcome the inclusion of Bodo language in the Eighth Schedule of the Constitution, as it has been agreed upon in the Tripartite Agreement signed by the Government of India, the Government of Assam and the leaders of the Bodo community.
It is a good augury for the North-East Region where we expect that this agreement will pave the way for the larger peace, harmony and tranquility in this turbulent area. So, we welcome this Amendment Bill for the inclusion of the Bodo language, which is for the North-East. We have the Assamese language, the Manipuri language and now the Bodo language in the 8th Schedule.
There have been demands over the years for the inclusion of Khasi language, which is a language which comes under one of the major languages group of India, that is Austro-Asiatic. It is an aesthetic language. Khasi language belongs to Man-Khmer stream and it is the language which is being spoken in Cambodia and Myanmar. Over the hundreds of years, this Khasi language has developed into a language of its own personality. It was specially recognised by the Calcutta University in 1900 in its Entrance examination. In 1919, it was recognised by the Calcutta University at a degree level at that time.
Sir, later, in 1948, Guwahati recognised it as a BA language. So, today we have the North-Eastern University. It has opened up and offers M.A., M.Phil, Ph.D. in the level. This language is one of the richest tribal languages in the country which is being spoken in my State, in Meghalaya, in Assam as well as in parts of Bangladesh. It is very important that this language is considered objectively to be included in the Eighth Schedule. Rarely a tribal language is recognised by three Universities.
In fact, the other day I had a discussion with the Minister of State, Shri I.D. Swami and I was given a hint that this matter would go to the Expert Committee. We do not mind that so long as the basis of the case is recognised. … (Interruptions)

SHRI P.R. KYNDIAH : This language is one of the richest languages, no doubt about it. Even the Sahitya Sabha has recognised this language. I would request the Speaker and the Government to take note of Khasi language because it is one of the few tribal languages which is deserving. You will get all the facts. I have written a letter to Shri Swami only the other day giving all the facts.
So, while welcoming this Constitution (Amendment) Bill for the inclusion of Bodo language in the Eighth Schedule, we request the Government to consider the inclusion of Khasi language in the Eighth Schedule.
SHRI ANADI SAHU (BERHAMPUR, ORISSA): Mr. Speaker, Sir, it is a welcome move to include the Bodo language in the Eighth Schedule. As has been indicated, it is the Memorandum of Settlement which has brought about peace in Assam and particularly in Bodoland.
Shri Bwiswmuthiary, who had been championing the cause, is the person who had taken lots of steps in this regard and the Deputy Prime Minister had started this thing. Now, Sir, there is peace and harmony in that area.
Sir, as the Deputy Prime Minister has said, other languages are to be included in the Eighth Schedule. When the Constitution was drafted, 14 languages were taken but the objective reason for which those 14 languages had been taken in had not been indicated. At a later stage, four languages were taken. Now, it is necessary that other languages also should be taken in like the Bodo language which has come now. The Santhali language has to be taken in because it is a very rich language with a script of its own. Pandit Raghunath Murmu from Mayurbanj district of Orissa had started this thing and there are lots of people in Orissa, Jharkhand and West Bengal who speak Santhali language. It is a very rich language for that matter.
You would kindly appreciate that the Santhalis are a proud and good people. You will find mention of the Santhalis in Harshcharitra of Banabhatta. Long back, it had been indicated there. They deserve some consideration now. The Bodo language, which has been in the Devnagri script, is a very good innovation and it is necessary. I would suggest that whichever languages are being taken up now in the Eighth Schedule should be in the Devnagri script because that would be a cementing bond for all the people of India. I support this Constitution (Amendment) Bill.
SHRI BAJU BAN RIYAN (TRIPURA EAST): Mr. Speaker, Sir, I thank you for calling me to speak on this Bill. I rise to support this Bill.
Actually this is a simple Bill, but I do not support the way the Government has brought this Bill. The Government has first entered into an agreement with the Bodo extremists. In this way, they have brought this Bill. They are encouraging terrorism in this way. I do not support this.
There are many developed and rich languages in the country. They should also be included. My senior colleague, Shri Kyndiah has also mentioned here that Khasia language should be included in the Eighth Schedule. Not only Khasia, but also in Tripura, there are Kok Barak languages which are spoken by indigenous tribal people of Tripura. The majority of the tribal people speak Kok Barak language. Among some of them, it is known as Kau Bru also. This is now used as an official language there.
As per my information, the Bodo language is not an official language of Assam. It is used by a portion of the people of Assam State. Their numbers may be a few lakhs. But in our country there are several languages which are spoken by lakhs and crores of people, but their languages are not considered to be included in this Eighth Schedule. Including them in the Eighth Schedule is necessary to develop the languages. It is necessary to get funds. It is necessary for other purposes. It encourages to develop their culture and language. So it is necessary. I support this good thing. … (Interruptions) Please give me two more minutes.

SHRI BAJU BAN RIYAN : In one of the recommendations, it was said that for the people belonging to the minorities, their language should be the medium of instruction in the school if the number of students may be 40 or so. So, this type of concession should be there. … (Interruptions) The Government should think how these minority languages should be included in the Eighth Schedule.
SHRI SANSUMA KHUNGGUR BWISWMUTHIARY (KOKRAJHAR): Hon. Speaker, Sir, I am very much thankful to you for having given me an opportunity to speak on this very important Bill viz : " Constitution (one hundredth Amendment) Bill, 2003" which has been moved by the hon. Deputy Prime Minister, Shri L.K. Advani so as to help facilitate the inclusion of ""Bodo Language"" in the eighth schedule to the Constitution.
At the initial stage of my deliberation, I would like to thank the entire NDA Government, particularly Shri Atal Bihari Vajpayee, the Prime Minister, Shri L.K. Advani, the hon. Deputy Prime Minister and other allies of the NDA Government for having taken such a bold decision to accommodate ""Bodo Language"" also in the eighth schedule to the Constitution.
And at the same time, I salute all the learned Members of this august House for their helping hand and co-operation in getting this important Bill passed in this august House on this most significant and historic day. Today, indeed, I personally feel highly honoured and the entire Bodo people of the whole world alo do surely feel so. It was long overdue and today, undoubtedly, it is going to be fulfilled. It is a welcome move.
The Bodo language is a very rich and ancient language. It belongs to the great Sino-Tibetan linguistic family. In the entire country about 90 lakh Bodo people speak the Bodo language and throughout the whole globe about ten million Bodo population speaks the Bodo language. So, it is a great honour for the entire Bodo people of the whole world. For this, I again thank the present NDA Government. बोडो भाषा को संविधान की आठवीं अनुसूची में सम्मिलित करने के लिए जो सख्त कदम उठाए गए, उसके लिए मैं वर्तमान सरकार का आभार व्यक्त करता हूं। मैं अपनी ओर से और लाखों बोडो नागरिकों की तरफ से खासकर प्रधान मंत्री श्री अटल बिहारी वाजपेयी, उप प्रधान मंत्री श्री आडवाणी, केन्द्रीय गृह राज्य मंत्री, श्री आई.डी स्वामी, श्री चिन्म्यानंद स्वामी और एनडीए सरकार के सब पार्टनर्स को दिल से हार्दिक बधाई देता हूं। मैं सारे सांसदों को बोडो नागरिकों की तरफ से हार्दिक धन्यवाद देता हूं।
इन्हीं शब्दों के साथ मैं इस बिल का पूरी ताकत से समर्थन करता हूं और आप सब लोगों को बोडो की आम जनता की तरफ से और एक बार हजारों बधाई देता हूं। I salute you all for having extended your unequivocal support to passing this Bill.
डॉ.गरिजा व्यास (उदयपुर):अध्यक्ष महोदय, पहले मैं बोडो भाषा का आठवी अनुसूची में सम्मिलित होने का स्वागत करती हूं लेकिन अपनी पीड़ा भी व्यक्त करना चाहती हूं कि यदि राजस्थान की कला, संस्कृति और राजस्थान के अन्य विकास की तरफ देखें तो उसी तरह राजस्थान की भाषा भी समृद्ध भाषा रही है जिसमें इतिहास लिखा गया है और जिसका साहित्य भी समृद्ध है। हमने केन्द्र सरकार से बार-बार अपील की कि राजस्थानी भाषा को आठवीं अनुसूची में सम्मिलित किया जाए लेकिन जैसे मेरे साथी अभी बता रहे थे कि राजस्थानी भाषा के साथ हमेशा दुव्र्यवहार हुआ है। इसलिए मैं उन इतिहास वेत्ताओं, साहित्यकारों की तरफ से अपील करती हूं कि राजस्थानी भाषी लोगों की राजस्थानी भाषा को भी आठवीं अनुसूची में सम्मिलित किया जाए।
श्री वी.धनञ्जय कुमार (मंगलौर):अध्यक्ष महोदय, हमारी एक मांग थी। तुलू भाषा बहुत दिनों से लंबित है और श्री आईडी स्वामी ने सभा के अंदर यह वादा किया था और कहा था कि एक कमीशन बिठाया है। उस कमीशन की रिपोर्ट आने पर इसके बारे में देखेंगे। मैं उप प्रधान मंत्री जी से विनती करता हूं कि तुलू भाषा को भी इसमें सम्मिलित किया जाए।

श्री कीर्ति झा आज़ाद :सब अयोध्या की बात करते हैं, मुझे एक बार मौका मिला है तो मैं एक मिनट का समय लूंगा। मैं संक्षेप में अपनी बात रखूंगा। जो प्रस्ताव प्रधान मंत्री जी लेकर आए हैं, मैं उसका पुरजोर समर्थन करता हूं। साथ-साथ मैं कहता हूं कि मथिला और मैथिली ऐतिहासिक और धार्मिक द्ृष्टि से बहुत पुरानी भाषा रही हैं।मैथिली भाषा की अपनी लपि रही है, अपनी भाषा है। बंगाली में भी जो लपि का उपयोग किया जाता है, वह भी मैथिली का है। सिर्फ अ, ब और र में अंतर है। मथिला एक ऐसी जगह है जहां पर आदि शंकराचार्च जी थे जो कभी मंडल मिश्र से हारे थे। अधिक समय नहीं है। मैं आभार प्रकट करना चाहता हूं। सभी आभार प्रगट करने के लिए कहते हैं। मैं मैथिली भाषा में आभार प्रगट करना चाहूंगा और आपका साहूकार भी करूंगा। मैं माननीय प्रधान मंत्री जी की साधुवाद करता हूं। मैं मैथिली भाषा में माननीय प्रधान मंत्री जी को घन्यवाद देना चाहूंगा। मैं सभी मथिला वासियों की तरफ से माननीय प्रधान मंत्री जी की साधुवाद करता हूं।
श्री सालखन मुर्मू (मयूरभंज):अध्यक्ष महोदय, मैं भारत के तमाम संथालों की तरफ से और भारत के तमाम आदिवासियों की तरफ से भारत के प्रधान मंत्री, उप प्रधान मंत्री और इस सदन को संथालों की तरफ से और आदिवासियों की तरफ से आभार प्रगट करता हूं। आज का दिन बड़ा एतिहासिक दिन है। चूंकि भारत के संविधान में १८ भाषाओं को मान्यता दी गई थी। उसमें एक भी आदिवासी भाषा नहीं थी। आज पहला दिन है कि बोडो भाषा और संथाली भाषा के रूप में इन दो आदिवासी भाषाओं को मान्यता मिल रही है। इनको मान्यता मिलने से आदिवासियों के बीच में शिक्षा का प्रचार होगा और उनके बीच जो ड्रॉप-आउट रेट है, वह खत्म होगी और मुझे लगता है कि उनको आगे बढ़ने का अवसर मिलेगा। हम लोग हाल ही में भारत के राष्ट्रपति और विरोधी दल के नेता से भी मिले हैं और पार्लियामेंट को मैं संथाली भाषा में बोलकर बहुत धन्यवाद देना चाहता हूं। मैं अपनी और तमाम संथालों की ओर से माननीय प्रधान मंत्री जी को धन्यवाद देता हूं।

SHRI K. YERRANNAIDU (SRIKAKULAM): Sir, I support the Bill introduced for inclusion of Bodo and three other languages in the Eighth Schedule of the Constitution.
The hon. Chief Minister of Andhra Pradesh, Shri Chandrababu Naidu, had written one letter to the hon. Prime Minister and to the hon. Deputy Prime Minister. It is our earnest desire that Telugu language also be given the status of national official language. It is already there in the Eighth Schedule. We have to amend article 351 of the Constitution.
Now, our language is spoken by about 14.5 crore of people in the country. Shri Krishna Devaraya, the popular Vijayanagara Emperor, hailed Telugu as the best of languages. The renowned Tamil poet Shri Subramanya Bharathi was deeply impressed by the richness and sweetness of the language so much so that he called it `Sundara Telugu’. … (Interruptions)

डॉ. रघुवंश प्रसाद सिंह (वैशाली):अध्यक्ष महोदय, १८ भाषाएं पहले से आठवें शैडयूल में हैं और चार डोगरी, मैथिली, संथाली और बोडो को आज जुटाया है। अब २२ हो गई हैं और भोजपुरी देश की अन्तर्राष्ट्रीय भाषा है और धनी भाषा है जो विदेश और देश के बड़े भू-भाग हैं, वहां सबसे मशहूर और धनी भाषा है, वह कैसे छूट गई? यह मैं नहीं समझ पा रहा हूं। भोजपुरी भाषा के संबंध में क्या अनदेखी हुई ? श्री ठाकुर जो भोजपुरी के कालिदास थे, यह मेरी समझ में नहीं आता कि भोजपुरी भाषा कैसे छूट गई ? भोजपुरी, अंगिका, बचिका और मलिही ये सभी मशहूर भाषाएं हैं। इस सभी पर सरकार को विचार करना चाहिए और भोजपुरी भाषा को संविधान की आठवीं सूची में डाला जाना चाहिए।
श्री रूपचन्द मुर्मू (झाड़ग्राम):अध्यक्ष महोदय. संथाली भाषा को आठवीं अनुसूची में डालने की मांग हमारे लोगों की बरसों पुरानी मांग थी। इस मांग को सरकार ने मान लिया है इसके लिए मैं सरकार को धन्यवाद देना चाहता हूं। अब मैं संथाली भाषा में बोलूंगा। तंहेन दिन द ऐतिहासिक दिन काना। भारत दिशाम रेन संथाल क आदि क रासका एना । नउबाद काना । इंटरनेशनल भाषा नेपाल रे, बांग्लादेशा रे हं सानताल मेना : कया । उनकु ह क रासका एना । अना खातिर सरकार धन्यवाद इं एमाय काना ।

श्री रूपचन्द मुर्मू : इसका मतलब है कि भारत में जितने भी संथाली लोग हैं और जितने भी विदेशों में रहने वाले संथाली लोग हैं, वे खुश हैं। मैं इसके लिए सरकार को धन्यवाद देता हूं।
SHRI S.S. PALANIMANICKAM (THANJAVUR): Mr. Speaker, Sir, on behalf of my party DMK, I welcome this amendment. Our leader, Dr. Kalaignar Karunanidhi wrote a letter to the hon. Prime Minister on so many occasions saying that all these languages which are there in the Eighth Schedule should be declared as official languages and particularly, Tamil must be declared as a classical language.

श्री प्रभुनाथ सिंह (महाराजगंज, बिहार) : अध्यक्ष महोदय, आज जो बिल आया है, उसके हम प्रधान मंत्री जी को बधाई देते हुए एक निवेदन करना चाहते हैं। इसी सदन में एक ध्यानाकर्षण प्रस्ताव आया था, जिसका गृह राज्य मंत्री जी ने उत्तर दिया था कि एक कमेटी बनने जा रही है उसमें क्षेत्रीय भाषाओं को अष्टम अनुसूची में शामिल किया जाएगा, इसका निर्णय होगा। २० करोड़ लोग भोजपुरी भाषा बोलते हैं, जिसमें से १६ करोड़ लोग भारतवर्ष में रहते हैं। आखिर किस आधार पर भाषाओं को संविधान की अष्टम अनुसूची में शामिल किया जाता है, क्योंकि देश में १६ करोड़ लोगों द्वारा भोजपुरी भाषा बोली जाती है और दुनिया में २० करोड़ लोग हैं। इनके मन में एक भारी बोझ जैसा है कि आप चार भाषाओं को तो अष्टम अनुसूची में शामिल करने जा रहे हैं, लेकिन भोजपुरी को नहीं कर रहे हैं। उप प्रधान मंत्री जी अपना जवाब देते हुए कृपया बताएं कि आप भोजपुरी भाषा को, जो १६ करोड़ लोगों द्वारा इस देश में बोली जाती है, उसको भी अष्टम अनुसूची में शामिल करेंगे।
DR. BIKRAM SARKAR (PANSKURA): Sir, while supporting this Constitution (Amendment) Bill, I congratulate the Deputy Prime Minister for having brought this amendment. At the same time, I would say that from the All India Trinamool Congress, we had been requesting for inclusion of Santhali and Maithili languages in the Eighth Schedule. Now, that has been done. I am very happy about it. So far as North Bengal is concerned, Rajbongshi is another important language and this should also be considered for inclusion. I also support that Bhojpuri should also be included.
श्री राशिद अलवी (अमरोहा):स्पीकर साहब, मैं एक जुमले में अपनी बात खत्म कर दूंगा। मैं सरकार के इस कदम का वैलकम करता हूं। इसके साथ-साथ मैं सरकार से मुतालबा करता हूं कि उर्दू आठवें शिडयूल में शामिल है, लेकिन हिन्दुस्तान का एक बड़ा तबका उर्दू जुबान बोलता है। मैं मुतालबा करता हूं कि उर्दू को दूसरी सरकारी जुबान का दर्जा देना चाहिए और आठवें शिडयूल में पर्शियन को भी शामिल करना चाहिए।
SHRI IQBAL AHMED SARADGI (GULBARGA): Sir, I associate with him.
SHRI BASU DEB ACHARIA (BANKURA): Sir, I support this amendment which the Government has brought after our prolonged persuasion and struggle outside this House. There was a demand from the West Bengal Government also and a unanimous resolution was passed by the West Bengal Assembly two years back. An all-party delegation also met Prime Minister as well as Deputy Prime Minister. My party is the only national party which has demanded inclusion of Santhali language in the Eighth Schedule of the Constitution.
SHRI K. YERRANNAIDU (SRIKAKULAM): Sir, our party also demanded for its inclusion in the Eighth Schedule.
SHRI BASU DEB ACHARIA (BANKURA): Sir, this is one of the oldest languages and its rank is counted among the Indian languages.
MR. SPEAKER: The hon. Minister has already agreed to it and he has already said that.
SHRI BASU DEB ACHARIA (BANKURA): Today, I thank the Government for bringing forward this Amendment to include the ‘Santhali’ language in the Constitution, though it is a belated move by the Government. It is a language which is spoken by about one crore Santhali tribal population, which fought for the freedom of our country. Sidu-Kanu, who belong to this Santhali community, went to gallows for the freedom of our country. Today, their language is now being recognised and being included in the Eighth Schedule to the Constitution.
I thank the Government for this action. I congratulate the people who struggled for inclusion of the ‘Santhali’ language in the Eighth Schedule to the Constitution.
श्री सत्यव्रत चतुर्वेदी (खजुराहो):अध्यक्ष महोदय, चार नयी भाषाओं को आठवीं अनुसूची में जोड़ने वाले बिल का हम समर्थन करते हैं। वभिन्न भाषाओं और बोलियों को आठवीं अनुसूची में जोड़ने की सदस्यों ने जो मांग की है, उनको भी आठवीं अनुसूची में जोड़ा जाए। बुंदेली भाषा का अपना इतिहास और साहित्य है जो किसी से छिपा हुआ नहीं है। बुंदेली भाषा को भी संविधान की आठवीं अनुसूची में जोड़ा जाए। मैं सरकार से आपके माध्यम से निवेदन करना चाहता हूं कि इस बारे में एक समति बनाई जाए जिससे कोई झगड़ा या विवाद न रहे। देश के वभिन्न क्षेत्रों में जो बोलियां या भाषाएं हैं उनकी मांग और आवश्यकता को देखते हुए समति द्वारा उन पर समग्र रूप से चिंतन और अध्ययन किया जाए और व्यावहारिक द्ृष्टि से जो भाषाएं आठवीं अनुसूची में जोड़ने योग्य मानी जाएं, उन पर एक साथ निर्णय लेकर उनको आठवीं अनुसूची में जोड़ा जाए।
श्री चन्द्रकांत खैरे (औरंगाबाद, महाराष्ट्र) : आदरणीय अध्यक्ष जी, माननीय आडवाणी जी जो बिल लाए हैं शिवसेना की ओर से मैं उसका समर्थन करता हूं। बोडो भाषा को जो न्याय मिला, उसके लिए धन्यवाद। हाल ही में माननीय प्रधान मंत्री जी ने हिंदी भाषा के बारे में एक स्टेटमेंट दिया है उस पर भी अच्छी तरह से विचार होना चाहिए। हिंदी भाषा देश की प्रधान भाषा है, इसलिए उस पर भी विचार होना चाहिए।
SHRI P.H. PANDIAN (TIRUNELVELI): While speaking on this Amendment, I take this opportunity to demand that Tamil should be declared as a ‘classical language’ and it should be included as an official language. Tamil is the oldest language. It has got the richest tradition and rich literature. It is three thousand years old: ‘Thirukkural’ and the Tamilians are the oldest people, according to the ancient Tamil Sangam literature. It is being spoken by about 10 crores of people in Tamil Nadu and all over India. On this score, my leader, the Chief Minister of Tamil Nadu Dr. Jayalalithaa has submitted a memorandum to the Prime Minister and to the Deputy Prime Minister that Tamil should be declared as a classical language. I would request the Prime Minister to declare it now.
श्री रामजीलाल सुमन (फिरोजाबाद):अध्यक्ष महोदय, १८ भाषाओं के अतरिक्त ४ और भाषाओं को संविधान की आठवीं अनुसूची में जोड़ने पर हम सरकार का समर्थन करते हैं। माननीय प्रधान मंत्री जी ब्रज क्षेत्र के रहने वाले हैं उस ब्रज-भाषा को न्याय नहीं मिला है। ब्रज वह क्षेत्र हैं जहां कृष्ण पैदा हुए और ब्रज-भाषा एक समृद्ध भाषा है। वह इलाका कितना खूबसूरत है और करोड़ों लोग उस भाषा को बोलते हैं। रसखान ने लिखा है कि"मानस हो तो वही रसखान बसौ ब्रज गोकुल गांव के ग्वालन, जो पशु हो तो कहा बसु मेरो चरो नित नंद की धेनू मंझारन।"प्रधान मंत्री जी जिस क्षेत्र से आते हैं उस ब्रज भाषा को आठवीं अनुसूची में जोड़ा जाए, इससे उस क्षेत्र के लोगों के साथ न्याय होगा।

श्री विष्णु पद राय (अंडमान और निकोबार द्वीप समूह) :अध्यक्ष महोदय, पिछले सौ सालों से निकोबारी ट्राइबल भाषा और कोरन (KAREN) भाषा बोली जा रही है। मेरा अनुरोध है कि इन दोनों को संविधान के ८वें शैडयुल में जोड़ा जाए।
रक्षा मंत्रालय में राज्य मंत्री (प्रो. चमन लाल गुप्त) : अध्यक्ष महोदय, मैं आपका आभारी हूं कि आपने मुझे बोलने के लिए समय दिया। यह भाषा करोड़ो लोगों की भाषा है और ८वें शैडयुल में बहुत पहले शामिल हो जाना चाहिए। हम सरकार को दिल की गहराइयों से धन्यवाद देते हैं। डोगरों ने लड़ाई के मौके पर देश का नाम ऊंचा किया है। इस भाषा को ८वें शैडयुल में शामिल करके उन सब कुर्बानियों को सम्मान दिया है सरकार ने । इसके लिए मैं सरकार को धन्यवाद देता हूं।
श्री रामदास आठवले (पंढरपुर) : महोदय, मैं सभी दलित लोगों की ओर से सरकार का अभिनन्दन करता हूं। इन भाषाओ को ८वीं अनुसूची में शामिल करने की मांग बहुत पहले से थी। अभी आपको तीन राज्यों में सफलता मिली है, इसलिए आप खुश हैं। अमरीका के अध्यक्ष बुश हैं और अटल जी हमारे बहुत खुश है। आपने खुश होने के बाद जो निर्णय लिया है, वह बहुत अच्छा निर्णय है। मैं सरकार का फिर सभी दलितों की ओर से अभिनन्दन करता हूं। इसी प्रकार महाराष्ट्र में कोंकणी भाषा तो पहले से ही है, लेकिन मालबनी को भी शामिल करना चाहिए। इस भाषा को शामिल करने पर सरकार को विचार करना चाहिए।
श्री जी.एम.बनातवाला (पोन्नानी) :महोदय, मैं इस बिल का खैरमकदम करता हूं। इस सूची में और भी जुबानें शामिल की जायें। इसके अलावा मेरा कहना है, जो जुबानें ८वें शैडयुल में हैं, उनके फैलाव, उनकी तरक्की के लिए सरकार को कुछ काम करना चाहिए, वरना सैंटिमेंटल बनकर बात रह जाएगी। सरकार इसके लिए काम करे। परशियन को भी शामिल करना चाहिए। उर्दू को आफिशयल लैंग्वेज में शामिल होना चाहिए। इस बारे में प्राइवेट मैम्बर बीजनैस के तहत बिल पेश किया गया है।

उप प्रधान मंत्री तथा गृह मंत्रालय तथा कार्मिक, लोक शिकायत और पेंशन मंत्रालय के प्रभारी (श्री लालकृष्ण आडवाणी) : अध्यक्ष महोदय, मैं पूरे सदन का आभारी हूं कि उन्होंने इस महत्वपूर्ण विधेयक का सर्वसम्मति से ही समर्थन किया है। यद्यपि, अपनी-अपनी इच्छाओं के अनुसार और जो-जो बातें कही गई हैं, उन सबमें वजन का कारण है। मैं सदन को बताना चाहता हूं कि मूल संविधान १९५० में जब बना था, उस समय ८वीं अनुसूची में १४ भाषायें थी, जिनको मान्यता दी गई थी। इसी प्रकार १९६७ में एक भाषा और जोड़ी गई, जिसके लिए वाजपेयी जी, जयराम दासजी और दौलत राम जी ने बहुत योगदान दिया था। वह भाषा सिन्धी थी। १९९२ में संसद ने तीन और भाषायें जोड़ीं थीं। वे भाषायें थीं - कोंकणी, मणिपुरी और नेपाली। तीनों ही अवसरों पर, मुझे लगता है, सभी सदस्यों ने उन भाषाओं को जोड़ने का समर्थन किया, लेकिन इस बात पर खेद प्रकट किया कि अमुक भाषा को क्यों नहीं जोड़ा गया। उसी प्रकार से मैं आज भी सुन रहा था, राजस्थान के बारे में, खासी के बारे में, भोजपुरी के बारे में, बृजभाषा के बारे में, टुलु भाषा के बारे में, मघई के बारे में, बुन्देली के बारें, निकोबारी के बारे में।
