Section 311 in Bihar Board's Miscellaneous Rules, 1958
311. Authorisation of agent.
- No payment of money is on any account to be made to an agent for another party until the disbursing officer, or his assistant or deputy, has thoroughly satisfied himself that the agent is authorised to receive it. Particular attention should be directed to the signature and attestation and the disbursing officer should take the greatest care to assure himself of their genuineness.
