23. Declaration of result of uncontested candidate.
(1)If the number of contesting candidates is equal or less man the number of vacancy in a particular category, the Returning Officer shall forthwith declare such candidate as duly elected in Form 12 and send me same to the Election Authority.(2)If the number of contesting candidates is more than the number of vacancy or vacancies in a particular category, poll shall be conducted.
