Section 6(7) in The Orissa Veterinary Practitioners Rules, 1976
(7)After recording his vote or votes on the voting paper, the elector shall shut the voting paper, in the relative identification envelope, close the envelope and sign the declaration printed on the envelope furnishing correctly all particulars required therein. The identification envelope shall then be either delivered personally by the elector or sent singly by registered post to the Returning Officer.
