Section 38(2) in The Rajasthan Water (Prevention and Control of Pollution) Rules, 1975
(2)Either at the beginning of the meeting or after the conclusion of the debate on a motion during the meeting the Presiding Officer or a Member may suggest a change in the order of business as entered in the Agenda and if the [majority of members agree] [Substituted by Notification dated 18-2-1981, w.e.f. 16-4-1981.] such a change shall take place.
