(1)In drawing up a decree or order no fee to any legal practitioner not appearing for the Government as a party shall be allowed on taxation between party and party or shall be included in any decree or order, unless the Munsarim or on application to the Judge, the Judge is satisfied that the fee was paid to such legal practitioner before the conclusion of arguments in the suit, appeal or case followed by the delivery of the judgment or by the making of the order by which costs become payable and unless at or before such lime there shall have been delivered to the Munsarim a certificate signed by the legal practitioner certifying the amount of the fee or fees actually paid to him for his own exclusive use and benefit by or on behalf of his client:Provided that in any case the Presiding Officer may, for valid reasons be recorded by him accept a certificate for fees filed after the time mentioned above.
