In the process of filling vessels for issue, spirit from different store vats may be blended according to calculation, or water may be added for the purposes of producing spirit of a strength required, but the inspector shall record the actual quantity and strength of the spirit actually drawn from each vat in Form D-16 and Vat ticket in Form D-18.
