3. Implementation of the Transfer Scheme [Sections 23 and 55].
(1)The State Government hereby orders that the Transfer Scheme shall come into force and be effective and be binding upon all persons from the date these rules are published in the Official Gazette.(2)The Transfer Scheme shall be deemed to be a part of these rules.
